State Grants Freeze
Lifted (June 15, 2004)
On June 14, Commissioner
of Finance Peggy Ingison issued the following memo to commissioners
and agency heads: "On May 7, I sent a memo asking that you not create
any new obligations in general funded discretionary grant programs.
While we have decided to allow agencies to proceed with entering
into grant agreements, please continue to be prudent in your judgments
when incurring new obligations, considering the continued pressure
we face in managing the state budget."

Refugee Resettlement
The first families have arrived in
Minnesota, with many hundreds more expected to be here by the end
of the year. You will find the report from the St. Paul Mayoral

to help support the Hmong Refugees.

Complying with
Minnesota's Conceal and Carry Law
As of May 28, the Minnesota Personal Protection Act
of 2003 will be in effect. As a result, increased numbers of people
will be able to receive permits allowing them to carry firearms,
which may be visible or concealed. In July 2004, a Ramsey County
Judge struck down the law. Appeals are now in process.

What
is the Estate Tax?
The federal estate tax is a tax on the transfer
of large amounts of money. When someone dies, his or her assets
(the person's estate) are distributed to heirs. If the total value
of the estate is large enough, an estate tax is imposed before the
assets are distributed.
