Minnesota Secretary of
State Proposes Adoption of New Rules Governing Voter Registration
Secretary of State Mary Kiffmeyer has proposed the adoption of new rules governing voter registration in Minnesota.

Because the proposed rules were characterized as “non-controversial”, no public
hearing on this issue was scheduled unless requested (which may or may not happen). The Minnesota Council of Nonprofits has submitted comments on these proposed rules to the Office of Administrative Hearings and the Office of the Secretary of State, requesting a public hearing.
MCN has urged the state to implement election procedures that assure that HAVA requirements be met and a system is in place that ensures a fair and efficient election. Minnesota has historically been recognized as a high participation, high voter turn out state, and there is no reason why our system cannot be HAVA compliant and accountable without discouraging Minnesotans who want to vote.
MCN believes that addressing procedural concerns raised by these proposed rules in a public hearing will help the state attain a system that serves all Minnesotans well and inspires confidence and motivates people to vote.

Update! On July 22 The
Honorable George A. Beck, Administrative Law Judge, rejected many parts of Secretary of State Kiffmeyer’s proposed voter registration rules as exceeding her authority.
Secretary Kiffmeyer revised her proposed rules and sent them back to
Judge beck for a second review. Judge Beck has since accepted the
revised rules.
