The New Picture of Government Funding
The government funding picture has changed. What we thought we
knew may no longer hold true. The tide may be turning, after years
of policies which shrunk the role of the federal government in supporting
nonprofits, particularly in areas of human services, housing and
economic development. While state and county budgets are clearly
under stress, they still represent very large pieces of funding
for many nonprofits.
Attend this half-day workshop on July 20, from 8:30 a.m. to noon
in the University of Minnesota's Continuing Education and Conference
Center to get an overview of the changes in government funding and
implications for nonprofits; an update on the status of federal
economic stimulus funding distribution and availability; and practical
information about understanding and/or accessing funding in this
new era.

Through the Federal Budget Process
Would you like to become
a more effective advocate on federal budget and policy issues? Advocates,
community leaders, front-line staff and members of the public will
all benefit from understanding how the federal budget process works
- and how to participate in that process on behalf of the programs
they care about and the people they serve.
In this workshop, you
will gain an understanding of:

Key federal budget
terms and concepts, and the basics of the federal budget

The timeline for
the federal budget process

How the President's
Budget is developed
-
How the Congressional
Budget is developed and how it is enforced
-
Opportunities for
input and advocacy in the federal budget process using some
current federal issues as examples
This workshop is led by Steve Francisco,
Federal Policy Director for the Minnesota Budget Project - an initiative
of the Minnesota Council of Nonprofits. His current work includes
organizing the nonprofit sector to become effective advocates with
the state’s Congressional delegation on federal budget and
tax policies that affect low- and moderate-income Minnesotans.
With over 23 years of experience working in Washington as a Congressional
staffer and lobbyist, he is familiar with a wide range of federal
public policy issues. Steve earned his political science and law
degrees from the University of Minnesota.

Update on Changes from 2009 Legislation
The 2009 Legislative Session resulted in several significant changes
for the state’s home-and-community-based service system. Assisttant
Department of Human Services Commissioner Colman and the directors
in the Continuing Care Administration have planned a series of meetings
across the state in July, to brief stakeholders on the major changes
that lie ahead.
