2003 Legislative Session End

During the 2003 Legislative Session, Minnesota's elected officials needed to find a solution to the state's largest budget deficit in recent history.  Below are links to summaries of legislative decisions developed by various organizations.

  • 2003 Session Wrap Up - About 150 people gathered on July 1st to hear about the impact of the state's budget decisions on issues like the arts, environment, energy, housing, child care, health care, jobs, and welfare.  We have posted the agenda and the handouts from the event.
  • Impact of the Final FY 2004-05 Budget - This spreadsheet has been continually updated throughout the legislative session to track the various budget proposals and how they will impact nonprofits organizations, low- and moderate-income persons, and other vulnerable populations.  The spreadsheet now contains information about final budget decisions.  Prepared by the Minnesota Council of Nonprofits/Minnesota Budget Project.
  • MFIP Legislative Summary - This two page PDF document summarizes the major changes to the Minnesota Family Investment Program (MFIP).  Prepared by the Affirmative Options Coalition.
  • Housing Legislative Summary - This four page Word document summarizes the outcomes of many important housing issues.  Prepared by HousingMinnesota.
  • Homeless Issues Legislative Summary - This web page summarizes a wide variety of legislative decisions that will impact low-income and vulnerable populations.  Prepared by Minnesota Coalition for the Homeless.
  • Summaries of Changes to Health and Public Benefit Programs - This web page has over a dozen documents explaining the changes to health and welfare programs.  Prepared by Legal Services Advocacy Project.
  • Arts Session Wrap Up - This webpage summarizes the impact of budget decisions on funding for the arts.  Prepared by Minnesota Citizens for the Arts.
  • Energy Legislative Summary - This two-page PDF document explains legislative action on a variety of energy issues.  Prepared by Clean Water Action Alliance.
  • Jobs & Economic Development Highlights - This two-page PDF document summarizes changes to jobs & economic development programs.  Prepared by the JOBS NOW Coalition.

The Minnesota Budget Project, an initiative of MCN, provides independent research, analysis, and outreach on budget and tax policy issues, emphasizing their impact on low- and moderate-income persons and the organizations that serve them.

Throughout the Legislative Session, the Minnesota Budget Project provides nonprofit advocates with thoughtful analysis of state financial forecasts, various budget proposals, and other legislation.  The Minnesota Budget Project also publishes numerous reports and fact sheets on topics ranging from property taxes to welfare reform to federal initiatives.
